it is used to absorb the spark generated by clicking the switch, i.e, power on/off。 If you want to put it in between the lines, 220 Volts, better use X2 rated caps, or Y rated caps to the Ground!!

600 V DC, is OK, but 0.1 is more than enough, 0.01 uf will be OK

原諒小弟無知
0.01 600vdc parallel or one one to earth？
Any different in the safety or sound consideration?
There is spark killing cap in the market but with resistor inside, eg. 250v o.1uf 120ohms.. is it better?

Using a single capacitor does work, but the standard application should be implemented with a special snubber capacitor (or sometimes called safety capacitor) as the one shown below; This kind of snubber capacitor (x2 cap + R) is easily obtainable at Welfare/Apliu Street.
