| [#1] 薛永恒：美科技制裁微不足道 (Just a Technology idiot) He really know nothing about the impact of the sanction related to Technology development field, medical science and R&D of Tertiary education, he using the same logic of replacing vendor for a electricity socket or vehicle parts for Government Service.......... he is just an idiot in the Highend technology & research field....... https://lihkg.com/thread/2095966/page/1 https://hd.stheadline.com/news/realtime/hk/1812163/%E5%8D%B3%E6%99%82-%E6%B8%AF%E8%81%9E-%E5%B0%88%E8%A8%AA-%E8%96%9B%E6%B0%B8%E6%81%92-%E7%BE%8E%E7%A7%91%E6%8A%80%E5%88%B6%E8%A3%81%E5%BE%AE%E4%B8%8D%E8%B6%B3%E9%81%93 港區國安法》備受國際關注，美國宣布撤銷香港特殊待遇地位，限制軍民兩用的科技產品及技術出口到香港，令人憂慮會否影響香港創科發展。創新及科技局局長薛永恒接受《星島日報》獨家專訪時指出，美國出口至香港的科技產品主要是電子產品及通訊器材，出口貨額每年僅四至五億美元，香港業界可能因此出現陣痛，但大多可在其他市場尋找替代品。他直言，美國所謂制裁絕不會令香港創科變成一潭死水，其影響相比香港去年社會動盪帶來的破壞是微不足道，當中令去年創科投資額大跌逾七十億元。薛永恒認為，《國安法》為港帶來穩定環境，未來將朝大灣區及一帶一路市場完善創科生態圈。 「有些國家可能希望香港一直存在國家安全的漏洞，現時補了漏洞，一些想拖慢中國發展的國家，我估計他們不會開心。」對於有國家因中國推行《港區國安法》實施制裁，創科局局長薛永恒認為，有關措施可能為業界帶來不便，但絕不會令香港創科變成一潭死水。他指出，近年受美國出口管制的產品輸出到香港而獲當地豁免許可證的出口總數，每年僅約四至五億美元，數值相對少，主要為電訊及資訊安全產品和電子產品，「例如普通一個路由器，不是一些好厲害的高科技產品，相對可在其他地區採購。」 薛永恒評估，美國新措施會為香港帶來陣痛及不便，例如申請豁免許可證的時間有機會比以往更長、程序更多。不過他相信，近年因應中美矛盾升級，業界早已理解到採購過程不能單一依賴美國，在購買電子產品及電訊器材時，都會尋找不同產地來源，例如歐洲、日本及國內，「業界與美國有長期夥伴關係，但若出口過程變得麻煩，可能逼使他們轉變市場，適應以後，美國便失去香港這個市場。」個別大學研發上可能有使用美國晶片等科技產品，但薛認為美國沒有壟斷市場，香港不會出現不能克服的情況。 「無可置疑，美國仍是一個好重要的貿易夥伴，香港亦會因『制裁』措施受影響，但這相比香港過往十多個月來的社會動盪，對社會、民生的影響簡直是微不足道。」薛永恒指出，香港創科發展勢頭原本一片大好，風險投資基金在香港創科的投資額由一四年約十二億元，升至一八年約一百七十億元，不過至去年突然大跌至九十九億元，「投資於初創本身屬高風險，如果社會多不穩定性，投資方怎會願意投資？……從平衡大局來看，科技進口當然重要，一個平穩、可以吸引資金來港的環境，何嘗不重要？」 剛加入創科局，薛永恒即與不同業界人士會面，他透露自己已經與四至五十個團體交流，其中最多人關注的並非《國安法》會否加劇中美矛盾，而是疫情及社會不穩帶來的影響，「因為大家看不到出路，不知道將來如何發展。」他指，《國安法》落實後，雖然有所謂制裁，但投資方、工業界或創科機構，可自己尋找方法應對，而社會回復平靜，創科才可重新蓬勃發展。 提及創科再出發，薛永恒表示應把握大灣區及一帶一路市場。當中，香港科研成果可利用大灣區的生產能力轉化成商品，而香港在法律制度及知識產權制度易與外國接軌，幫助大灣區企業走出國際。 至於一帶一路市場上，他認為周邊地區及東南亞國家人口多、市場潛力大，比起傳統歐美市場更易接受來自香港的高新產品，例如港府上月底便與泰國舉辦網上研討會，期間曾討論兩地在創科上的合作機遇，另外港府亦視印尼為香港的龐大市場。他說，政府將從中配對好整個創科產業鏈，由研發、認證、生產，至市場拓展、集資、保險等專業服務，相信創科將成為香港一個新的經濟推動力。 |

| [#6] 薛永恒：美科技制裁微不足道 (Just a Technology idiot) I am also an IT idiot, but just thinking if US does not allow certain technologies or products to be sold to Hong Kong, and so corporates are forced to find alternatives, they will likely choose something produced by and made in china ( like a Huawei router ). Is that exactly what Hong Kong govt and China govt want ? So US sanction is not a big deal and can even be, in this logic, a good thing to happen ? Guess all depends what you ( HK/China govt ) want . .. . . ( i am not saying I want the same thing, and actually quite the opposite ) |
